Have there been any mods made around customizing free cities? I searched the workshop and Paradox plaza but turned up nothing

I saw that there have been some incomplete/failed attempts at doing so

I specifically would love a mod that lets me change the race of the first free city that spawns next to me (Rather than locking it to be my same race)
