Report a translation problem
The default limits are shared, so it would be 15 total solar panels. Doesn't matter if they are small or large.
If you're playing a custom scenario you'll need to ask the author of that scenario, or at least say which one you're playing as they can set their own limits.
Ah then in RE2 solar panel limits are shared like in vanilla. So you can have 24 total.
