2:Go to steamapps\workshop\content\223470
3:Delete the folder with the correct id (it's in the workshop page url)
4:Go to POSTAL2Complete\WorkshopContent repeat the same process.
This system can't handle too many workshop mod since it needs to initialize/update every time you start. Once it's broken, you can no longer install any mod via workshop properly. My suggestion is install every mods manually. This is the only way to play with infinite mods.
