Scaling Improvement Costs
I want to create or play a mod that reduces, or eliminates the scaling investment cost for province development. The issue is I can't find these costs or triggers in the raws. If I can't find it, how am I supposed to change it?
The closest thing I could find was "increment_state_investment_count"

Does anyone know where these values or triggers are found?
Is this something hard coded into the game that can't be changed?
