Hello my name is enex, I'm 23 years old and I would love to build scenario for Soma.
I have some experience in Valve engine where I messed with Alien swarm (free game)
to some extent in arma 3 map editor but I never touched Unreal engine.Where do I start
making Singleplayer mission with Soma theme horror/storytelling mastery?

In the game's folder, you'll find a LevelEditor file.

To make a player starting point, make an area, and make it the PlayerSpawn point.

Thank you for your help, and I worded my thread completle wrong.When I said starting point I meant how and where do I learn how to make a level for SOMA in a first place without prior experience in Unreal engine.

Okay~ Actually, the engine that SOMA uses is of the developers own design, it's an advancement of the Amnesia engine (which was HPL2 Engine), HPL3 (SOMA's engine). You can find documentation on the engine the developers released here: https://wiki.frictionalgames.com/hpl3/start

And since modders are just learning the engine right now, more will be added and learned, but Frictional released some of their internal documentation on how to create levels in SOMA for those wanting to mod for the game.

However, I suggest just messing around with the tool itself. I only looked at some of the documentation for a few pointers (like camera control), but honestly the engine itself doesn't seem too complex to do basic things. In a few hours I managed to make a functioning level, a dumb one where I mainly had fun with messing around with the enemy AI, the physics engine, resizing objects, and fog effects, but a level all the same, I suggest just making dumb stuff and learning the engine before you tackle anything serious.

Can you already send files so I can see what and how did
you work on your intitial mock up?

When I click on SOMA and then MoD it opens 4 options, and neither of them lead
to editor.What am I doing wrong?

It says play SOMA, play SOMA with addons, play custom content and exit option.
It use to start editor right away.

How did you make the game run your map? I tried to look at the "Setup" document on the wiki but I've had no success testing my own level yet.

eNex to open the level editor you must get into the file location of soma. Start up soma then open task manager and right click on the soma executible, then scroll down to open file location. Once in the file open the application marked LevelEditor. Hope this helped
