and edit these two values to the following :
POLITICAL_CAPITAL_MAX_MULTIPLIER = 200.0
POLITICAL_CAPITAL_PER_MINISTER = 300
This basically makes ministers give 100x more PC and your cap is also increased by 100x.
Then when you want it 'off' just change both back to original values
POLITICAL_CAPITAL_MAX_MULTIPLIER = 2.0
POLITICAL_CAPITAL_PER_MINISTER = 3
So I tried playing around with Emergency Powers and also tried making a mod that gave an always on situation with the same Political Capital 1.0+(0*x), but none of it had any effect on both Political Capital per turn and the +12 PC/turn from Emergency Powers.
I'm guessing adding to PC this way currently doesn't do anything and instead there is some other code where (if 'Emergency_Powers' == true), PC +12/turn?
