can't update or upload a skin to the workshop?

with the new UI how do you upload/update something on the workshop? i see no arrow for this anywhere unless i am blind. i am trying to update this skin https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=183077009

With the New UI - on the skin you have modified or developed you need to go into your skins menu and look for the skin your uploading. there should be a little up arrow in the top corner. click that and It will update the skin for you - unless you have changed the name of the skin - then it will upload a new one...

you mean the icon that looks loke you want to message someone thats in the corner opposit the remove/delete icon?

Edit: now it's there. it was not there last time.
