Got cities skylines 1 to run on:
Fedora 42 with GNOME Shell 48.3
Compatibility: Proton Experimental

Had to unsubscribe from all mods, then add them back one or two at a time from the steam web page workshop to get it to work. Even Node Controller works with no crash on saves.
