Multi-Cell Damage is real?

Is it possible to create an effect for a weapon that would allow it to deal damage to units that are in adjacent cells, like a splash attack?

For regular ranged weapons which can be used with overwatch: Not that I'm aware.
For other targeted weapons or abilities, i.e. you click in the UI, click on enemy or location: Yes
