Need to enable all content in the community section to fix this.
This might be the case. I checked the Steam website and most mods were hidden, which tells me something has changed in Steam or Workshop settings, as applies to what's shown publicly or by default.
No more 'offline browsing'. However, you can still use Google to search for mods and find them with direct links, just not through Workshop browsing. In other words, you have to be signed in to see all mods, otherwise you get an attenuated view.
