Mods, whether installed manually or subscribed to via the Steam Workshop, can be enabled via the Funcom Launcher or within the game's main menu, under the Mods heading.
In those locations you also determine the order in which the mods are loaded; the further down a mod is located in the list, the later it is loaded. In cases where two or more mods adjust the same file, the lower mod will be dominant over the other(s).
As far as selecting mods from the Workshop, that can be tricky. Not all mods are compatible with the current version of the game, and can cause crashes and errors if used. Factors such as popularity, user comments, and last-updated dates can all be helpful in making a determination, but they are far from conclusive; popular mods can be abandoned, users are notorious for misattributing errors to mods that are not responsible (and in some cases the modder has disabled comments entirely), and some mods can work indefinitely whereas others need updates constantly to keep up with Funcom's changes.
The Immersive Armor mod that you've mentioned should be functioning correctly. Since most mods that add equipment don't bother to go through the process of incorporating them into loot tables, you'll most likely have to acquire them from the Admin Panel. To access that if you haven't done so on the console, while in-game open Escape menu -> Settings -> Server Settings and then Make Me Admin. Or, you could open the console (`~ key for me) and type MakeMeAdmin and press Enter. The Panel can then be opened from the Escape menu.
Mod armor pieces are usually located at the bottom of the Gear tab, so that would be where to look. Some of those items are classified as Accessories, and require the use of another mod to function. Two such mods are mentioned and linked to in Immersive Armor's description page: Accessory Wardrobe or TOT Custom. The description also provides load order advice depending on which of the two you choose to use.
