workshop mods forcing downloading to be on 33.33%?

so i cant- uh download ANY workshop mod into rainworld without it getting stuck on 33.33%, this ONLY started happening when i got my new pc,
yes. i mean EVERY mod. including DMS, so uh
i need help with this

(before you say anything about the files, unfortunately i dont have a 'backup' files folder for some reason, in the bepinex folder it exists yes, but there is nothing in it.)

Have you tried doing a full reinstall by removing Rain World from the Steam folder then verifying the game?

The Rain World folder is typically located at C:\Program Files (x86)\Steam\steamapps\common\Rain World. Just delete, rename, or move that folder then use Steam to verify the files through Steam.
