My opinion says "kind of no", but this is one of the things that is vastly subjective. I'd prefer tiered other blocks than drills.

If you want to go after prototech stuff, you have to prep and mine a bunch. So you will already have quite a lot of stuff set and ready. You get the new prototech stuff, fine. I'd already have my mining automated and won't want to tear it apart to put in prototech drills that are probably a different size, but also in order to start the search I really won't have to mine anything any more. Same thing with the prototech refinery. I said in other posts that enhanced/tiered drills and refineries are early to mid game items, and not useful when going after the end game prototech.
