It's also possible that the failing to load is something else. Zone data corruption is a somewhat common cause. I would test importing without buildings (no need to save after, it's just a test). Doing so clears all zone data, which will tell you if the problem was in the zone data.

Making a new game, saving and loading said save, seemingly works fine, if that matters any.
Not sure what led to this chain of events for the mod but I hope the best for its creator.
