a while ago they removed the ability to set your planet class to tomb world due to multiplayer balance but now my empire is gone AGAIN. Creating a new empire and slowly changing things in the txt 1 issue I came across is i'm no longer allowed to have the fallen empire city graphical culture?

idk why this change was made this time and there were no problems with it before. Is there a mod that removes these types of dumb restrictions and allow everything via txt editing assuming its validly playable?
