How can I set initially developed districts on the 1st planets?

In my mod all artisans need foods to produce consumer goods, so in that mod all empires needs at least 1 agriculture districts.
I managed to add them before Stellaris 4.0 is launched, but the code of 1st planets seems to be changed by Stellaris 4.0.
