Will stat in LWOTC
I notice the Will stat increases very much more slowly in LWOTC 1.2 than I expect. I guess it is because Focus PCS were pretty much auto-sold on the Black Market in previous versions of XCOM2. Is there a mod or setting that allows an otherwise decent soldier to improve the will stat more for each promotion?
