So i did what i had to do...
Ye I deleted the workshop folder reset the game and sure enough i saw my new mods downloaded but they weren't there so Plan B unsub every addon i had and reinstall on a place with WiFi (yes mostly i dl addons via my phone hotspot)


But prior to this I struck into acceptance phase had to make due whatever mods i had in the addons replace them and for unknown reasons they resetted as soon as i enter a game so does whenever i replaced them again...and tap back they resetted to that order...so by Sunday I'll sub to the addons i wanted and see if did the trick....

Okay.
You can try to set "addonlist.txt" to Read-Only, if the order keeps resetting & you have no other solution anymore. For example, like this:
  • Set the order of your mods.
  • Check & uncheck any mods you want to enable & disable. Then exit Addon Menu.
  • Search the "addonlist.txt" & set it to Read-Only. Only remove the Read-Only when you want to try to enable/ disable some mods.
  • Keep a backup file (either make a copy & rename it as "addonlist backup.txt" or simply just compress it as zip or rar file) so you can copy-paste the content anytime when there are some newly subscribed mods added on the list.

For this, you can check the console for errors. In my case, recently this happened to me just during the bugged workshop server. There's an error notification on console like "failed to download from ugc server" or something. If you also get this error, then the problem is the workshop ugc server, not the mods or the game, as the workshop server isn't fully fixed yet (like, even I still couldn't upload/ update a mod via Workshop manager due to ugc server error notification, & some mods I recently subscribed didn't show up, yet all old mods before the workshop server bug showed up).

well i checked the addon list it's no wonder why most of my addons aren't there it's because most of em are set to zero
