RE2: Inactive possible quest Rouge System
Found a Rogue System with some Crashed Transport Front and some merchants, but I cannot activate or do anything. Any clues what it is? There is an arrow above one of the merchants.

You can't talk to them. Those POIs were made before static civilian NPCs were added, so spawning them as traders was the only way.
