Report a translation problem
Start a new game & make sure the problem is still there. If not, your save is corrupted. This is the most likely problem.
What's left after that is a bit of a hassle but I'm afraid you need to uninstall & delete all the files manually. Some file in the persistent files on your computer has a problem & reinstalling is not fixing it. So what's left is completely clearing out the files. Make sure you clean out the RE2 scenario files, too. Don't worry, they will load back in fresh when you reinstall.
If you have lots of room on your hard drive, you could actually rename the folders & you'd be okay, plus you could get back to where you are now without much difficulty. If you have the space, rename the folders. But get all of them, and don't mess with the rest of steam's files, please.
Try a new game & see if you have the same problem. If the problem clears with a new game then all you have to delete is the saved game.

Verifying files doesn't affect client save files.
Hence, please make a GitHub report as that will allow me to get all the info I need and easily link a solution, if there is one.

Steam is not really suitable for troubleshooting. There's message size limits, no ability to show screenshots, no real search function, etc.
