Maybe try the biotech integration mod? Makes it so you need an actual gene for each psycasting path, so you have to actually find pawns who have the appropriate gene and extract it, or hope you get lucky and find it from a trader.

Not sure if anyone made a one that has Jedi power support, though.

I'd suggest not interacting with the empire or anima trees, but at that point you don't get any until the way late game.
