Any mods that let you change apparel layers?
I am looking for a mod that lets you change the layers certain apparel take as i am trying to manually patch a mod im using

Character Editor can probably do that.

Yep, it's got a bunch of awesome features. It's persistent, too, until you delete the settings :)
