Also, I see "Mario Kart Wii music" in one of them submissions on the workshop. It's been up for about a year now.
Holes in your logic, detected.
You could just go the Gmod workshop route and just let people upload whatever. If big company issues a takedown notice, then you take down a submission. Simple as that.
But I'm guessing you don't feel like gathering moderators to handle that stuff, so aight.
I should point out that other softwares' Workshops allow this type of content, such as Wallpaper Engine, however they have a much larger audience and therefore would receive a lot more reports which would make moderation easier.
I am currently the only moderator for the Workshop.
I will consider the possibility of posting library media but for the most part, submissions are considered to be extensions of the software itself.
NVGNext (the port of NVG from MonoGame to Godot) may feature support for this if it's not too difficult to implement.
