It is just how it is. Maybe the rating system doesn't work correctly - ie doesn't kick in when it should?
This one has 1,331 subscribers yet not generated any stars:

It doesn't make sense to me that some of their mods have 4 stars and some have none.
He's a drama queen, he joined the official discord channel, left, came back, left, then removed his mods on here
He uploaded a mod which wasn't a mod, with a thumbs down image from Gladiator, saying he removed them because people weren't upvoting them.
Just stay clear.
No thumbs up, no mods
Coming from other modding scenes, I was amazed that the Bellwright community isn't used to liking the mods they use.
Since I basically make mods for my own playgames, and I wasn't happy with the response from subscribers (hundreds and hundreds of subscriptions and only about ten thumbs up), I decided to stop sharing them, as sharing takes up precious time that I'd rather spend elsewhere.
Thanks for your attention

My story with the Bellwright community:
I went on Discord to ask for help with a mod I was creating and found the usual gossips throwing their ♥♥♥♥♥♥♥♥ at me. I did it three times, then I understood.
I feel sorry for those who liked me, but there are too many players who find it easy to downvote, but are too short on resources when it comes to liking, just like on Nexus, where an endorsement is the norm for anyone who uses a mod, just to give a little recognition to those who have dedicated their time to them.
Just for those who continue to slander me: it was my decision and I owe you nothing.
This is how we live, and I'm not willing to share my passions with those people, of whom there are many.
More ♥♥♥♥ is coming... Fank you
it's all thanks to you
Thanks for your help, I really appreciate it
