Nevermind i found it. should mention that you have to have a caracter loaded to see the proper options menues.
Nonetheless, the option doesn't take effect until you use the necklace. So it's safe to change it after starting a character, and then continue with that one. It'll remember it after that.
0 means no chance to spawn, and a higher number gives a higher chance. numbers scale between 1 and 100. Numbers are not percentage, be cause the game pulls from each value, though one can look at the number of possible forms and extrapolate a percentage from that, based off the weights.
If you're asking how a new class has weights set, one adds the shortname for the class, followed by a =, and then the shortname for each form followed by a weight.
