ship mods wont work
ive downloaded 3 different ship modds and ive installed them but i cant seem to find any of the ships at all ive tried to reinstall them several times and they still do not work

After having installed them, did you also press the "check box" next to the mod in the mods menu in-game? After you've done and ticked it, you still need to restart the game to get the changes made by the mod to take effect.

they show up for sale in vigo usually... you have to buy them

Depends on the mod and the version. DLC needs its own ships mods.
