It is up to you to get the smaller ships repaired if they get damaged, either by going to a ship dealer for their size ship and selecting Modify a ship then repair ship.... or if you have a modded game using either a repair laser or a repair drone.
I have not seen a mod yet, that lets you replace a lost ship automatically, but there are mods out there that let you replace killed drones automatically.
Perhaps what you have in mind is something like a repair laser that is based on the station that will repair owned/friendly/allied ships automatically? Maybe only one ship at a time so it's not over powered?
One way this might be useful in your particular situation is if a carrier were assigned to a station, and the small ships were assigned to the carrier. You'd have to manually tell the carrier's defence officer to have the fighters dock to repair, though; and again to deploy the fighters.
