Double-check the version of your game and editor; I think the latest is 1.2.7.
The main thing to check: unfortunately, it seems like the "Scale Character Sheet" attribute isn't read when you launch a scene directly from the debugger. You need to actually publish the content pack locally, then start a campaign. I have no idea why this is.
The built-in Lonestar character sheets should be set up properly. If you are creating your own character sheets, make sure that you're capitalizing the "L" in the "_Lv1" part of their name.
Everything else you're trying looks correct, so hopefully that will do it. Good luck!
That was it, I had only been launching from debugging before - I published content pack locally and played it and it does work. I got some some Ghoul_Lv1 actors to spawn as level 5. Thanks!
