New modder here, looking for advice on country making

So I started working on a mod a little while ago and have been running into some issues.

The main idea for the mod is for all nations to be one territory migratory tribes. The reason for this is that, at some point in the past, a catastrophe caused a complete collapse of civilization.

For this reason, I was hoping to make custom nations for the mod, nations that are either the remnants of old nations or new ones to take their stead.

any advice?
