Question about custom weapons

Let's say that I get some workshop weapons, if I run a listen server, Will people be able to use them when they join my server? Does this modification disable perk leveling?

Listen servers don't support fast redirects, so people joining have to download it the slow way from the server. It is better to have them download the mods beforehand from the workshop so they get ingame much faster.

Custom weapons normally disable progression, but there are some whitelisted out there where it is not the case (e.g. Moss12). Generally, there is a notification on the workshop page whether a mod is whitelisted or not.
