Problem Building Beacon
I have meet the requirments to build this and my cities won't do it. I click on build and all tiles go blank/black. I saw someone else had this issue but no one responded - HELP!

you then have to click on one of the black tiles to decide where to build it...

The tiles go black until you pick a location to build on, then it goes back.
