I THINK they are there for when they add multi-objective types. In teh meantime they're there for flavor I think...hel, they may just remain flavor, I'm not sure, but that's the only explanation I can come up with since I've noticed that there's no penalty for a lot of those side actions outside of the Dope Raid/Evidence Collection maps. Well, except for executed civilians (in one or tow maps) because dead civilians always end a map.
