How do i Spawn the IJN Hiryu Mod?

I already did all the things that the description said, downloaded the 2 files and put it to its designated location path. But it still wont load. Please help, how do you spawn it? heres the link to it: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3178785206

it shows only the guns and Island_24 does not dissapear.

are there any other mods on? and did you unzip the files?

there are not any other mobds on and i unzipped the files

go to the game in your library then press the cog and go to propertys then installed files and click verify files when thats done click the cog again and this time click view file location go to rom then data paste file ones contents into tiles now copy file 2s contents and go back to rom this time paste them into meshes and make sure to click yes replace them on all the files
