Report a translation problem
You have to create a mod, extending an existing faction xml and add
<track name="Music\MyAwesomeTrack" /> within the <music> tags.
Then add your MyAwesomeTrack.ogg files in the "..\Data\Audio\Sounds\Streamed\Music" folder.
You could add a custom folder but it has to be under the Streamed folder.
I haven't tried this but it should work.
Thank you very much! Sounds (hopefully) doable and great! :) Though you mentioned that I'd have to 'create a mod' ...
I mean, I think I can manage editing the xml files, I've dabbled in editing them by adding city names (although needing do do it all over again after a patch was a little tiring), but actually creating a workshop mod sounds a bit more complicated. Not sure what the proper stepts for that are, unless you really just meant 'editing the xml files / moving in music files' ... which, I guess is kind of modding.

You don't have to upload it to the workshop (I guess copyright would be an issue) but for your own use as you create a local mod.
Making a mod with your city names would also prevent the files for being overwritten each update.

You shouldn't use the guides written PotatoMcWhiskey on this topic as what he has written are for the old "destructive" way of modding.
He did a great job but these guides are now deprecated(or should be)
Start with one of the factions, all the faction files are located in
<Gladius install>\Data\World\Factions
Use your Steam library, browse local files to find the location.
Then copy that file into your mod structure as described in the modding guide (link in my guide) and add only the things I mentioned earlier.

P.S.: Yeah, an official mod would seem to run into problems with copyright issues. I assume Echoes of the Last Battles does not actually give you the music files. In any case I guess I'd basically just be sharing my favourite playlist with others, which is not very original or helpful to anyone.
The Steam discussions (here) works too, but as I mentioned it's not very active.
Discord isn't very difficult to use. You only have to register, there's a web based version as well. Click the link I posted and it'll auto join to the server. Chatting there is pretty straight forward.
If you're stuck and don't want to use Discord you could always get back to this thread.
I just downloaded the mod in question and actually the mod does add the music files. Breaking every copyright out of the box. But the mod author is Ruzzian so it make sense...
Also it contains the raw files for every faction making other faction mods not usable. (as far as I understand, I'm not 100% sure how mod order work)
If you open the mod folder (if you have subscribed to the mod) from within Gladius you'll see the folder structure. Your mod will look the same.
As you say, your mod will be the same as theirs, but with your playlist instead.
I guess there are tools to convert any sound file to .ogg.
