I don't allow mine to be repacked etc as users don't give credit in many cases.
I understand if they are paid for MODS that every player would need to purchase to use. Then you are losing income, but on mods that are strictly donations. The player will donate if they see it in the server requirement or in the server load page, discord or other ways. Actually more likely to donate if the server has a hyperlink set to take you directly to the Steam page. For instance, in their discord, they have a page set for mod info and guides, with hyperlinks.
It might be a pain every now and then but without the many modders who also limit their mod uses many servers and games wouldnt be have as much fun.
Blame those who steal mods and credit for the issue not the modders :)

In steam workshop TOS it is stated that the developer of the game must give permission to sell mods,
In Bohemia's tools policy it is stated that it is forbidden to charge for mods and is also breaking direct TOS from the game developer thus breaking steam workshop TOS
as stated you need direct permission from the developer and Bohemia has made the stance clear.

Then I was hit with 4 copyright lawsuit cease and desist letters. Modders would prefer me bad-mouthing the mod and letting all my players know its not me its the fact that the modder had to update their ♥♥♥♥ 3 time in one day.
Despite the steam agreement they will still threaten to sue, so Fu$% Them
The part you are missing here, is "Redistribution" .. You can do anything you like with any file on your PC, for your own personal use, BUT, you have no Right under the EULA that you posted, or any Law/Copyright/Trademark to "Share" or "Re-Distribute" your "edited" or modified, or repacked Original files.
