Steam should delete abandoned outdated mods. If you try to contact the mod authors for many mods either on the workshop or their discords there is no reply. Maybe place an expiration on mods that will delete the mod if no activity after a year for example. It will force the authors to keep their mods up to date or release the mod so others can continue development.
