How do you Clear/Reset the mod list

I've Unsubscrived from all the mods, verified the game cache, and even reinstalled the game, but the mod list still shows pretty much every mod i've ever installed and it's impossible to navigate

You mean you DELETED everything in the cache right ?

Go to your " My Games folder "
Sid Miers Civilization 5
Open Cache folder - delete everything in it including the 2 empty folders
When you run Civ 5 it will rebuild everything in it to default
Start a game - go to mods - will take a few seconds then it will rebuild your mods list. If you uninstalled all of them prior to this it should become empty.
