So, hypothetically...
Let's say that you were driving a boat that had a water cannon in the real world, and you passed close by another boat and sprayed it with said water cannon as you passed, what would the consequences be? Is this one of those things that has just never happened, so nobody made a law to cover it? I'm just asking because, um, yeah...

Now that's ironic. Thanks to the 2nd amendment it would take less legal hassle to mount a cannon on a boat than to buy a handgun (though it would of course be prohibitively expensive), but for some reason I can't throw water? xD

it'd probably fall under some form of assault and/or property damage

Figures.

As to the other guy, I tried to look it up, but I can't find anything specifically banning American boats or ships from having water cannons. It looks like it's acceptable to use them against pirates too, but is considered 'excessive force' for crowd control. That's the only thing I could find. Not banned by law outright, but they can't be used against rioters.

Water cannons could be way more interesting if they actually spawned water on the receiving end. All it does is distinguish fires. No way to fill a room with it (even with a fluid nozzle inside a sealed room, there will be no water inside).

Would make for a fun interaction taking out jets by spraying water into their intakes.

It will put water inside something if you're standing inside of it with a hose. It's true that standing outside of it and spraying water in won't work, unfortunately. I wish I could sink things with a water cannon.

Actually you know what I really wish? I wish we had a flamethrower nozzle. We can spray diesel or jet fuel out of a hose now, but they just act like water. I wish we could spray burning liquid on things. (sigh) I can't even start a forest fire with incendiary rounds from a heavy autocannon. :( Smokey wins for now.

Update: confirmed, they just act like water. To test, I fired up an industrial furnace as hot as it would go, shot it with a rifle until it caught on fire, then sprayed jet fuel on it.

It just put the fire out.
