How to set mod priorities in playlists

Hey guys I was trying to make my own flag mod to compliment one I found on the workshop but I cant get mines to overwrite some of the workshop mod's less cool flags.
Any suggestions on how I can have my mod be set as a higher priority so that when there are conflicts it wins?
- I have tried changing the numbered ranking making my mod number 1 in my playlist but doesn't seem to actually change anything.

Order in the playset doesn't do anything. Mods are loaded in reverse alphabetical order (from the folder name) afaik. Easiest way to ensure mod X is loaded after mod Y is to set Y as dependency in the .mod files of mod X.

dependencies={ "Mod Y" }

Where Mod Y is the name used in the other mod's .mod files.
