Chosen No Forced Bleedout Tweak

Description
In case you haven't noticed, the Chosen very rarely (if ever?) kill your soldiers. This is because their attacks are forced to bleedout instead. This mod changes the Chosen so that their attacks can outright kill soldiers, rather than being sending them to the bleedout state.

Made this because I use the brutal difficulty mod Realistic Chosen Damage Normalization, and it was jarring that double digit crits were bleeding out rookies. Also because an empty memorial wall is a boring campaign.

How it works: switches the ChosenKeen ability that all chosen have to a new ability & effect with a configurable roll chance instead of a 100% chance. The value I picked for the default is 40%. So 40% of Chosen 'kills' will be forced bleedout, with 60% going to the bleedout chance for normal attacks.

The config for this mod is XComChosenBleedout.ini in the mod folder, mod ID is 1151467876.

Open to feedback on the default value, it was really just a whim and given I use the linked mod I'll be using at most 15% in my campaigns.

One one hand, I'd prefer to have my troops bleed out over dying outright, but this mod DOES still make sense if you think about it; the Chosen are indeed meant to be deadly.

So the assassin is able to reliably oneshot rookies using this and WOTC Alternate Bleedout Mechanics. At least it makes them useful to keep her from doing the same to troops who actually matter.

While it could make the late game more challenging, I'm worried about something like the Assassin getting a guaranteed instant kill in the early game. Maybe have the kill chance start at can't happen in the early game and scale to 60% to happen in the late game.

I'm using 20% right now. Since it's not 20% bleed, 80% death and the other 80 is a normal bleedout it's reasonable. But most people probably read your mod as "40% to bleed, 60% to kill".

i find the promblem with the whole thing is that a chosen charges into an entire squad of xcom troops in an attempt to take one person alive or one persons intel. its like you only need one so kill the other five as they fire at you as you charge to try and get that one unlucky sap that got knocked down for the second that i was distracted by a more pressing threat.

Is it possible to make it so that it scales based on the Chosen's training lvl?

In other words (and more thematically speaking), the more knowledge they have about XCOM, the less picky they are about capturing soldiers.

@marshmallow justice Elena and Mox on that mission use character templates that cannot be critically wounded, so they bypass this. I'm pretty sure there are other exceptions but as a general rule Chosen can't kill soldiers.

I swear Chosen did kill soldiers sometimes. On the Lost and Abandoned mission, I've had the Assassin straight up crit kill some of my units in her first turn after thr cutscene.
