The ones I know of (default colours pulled from configs);
- Green = free action
- Blue = 1AP
- Teal = 1AP last action/turn ending
- Yellow = 2AP
- Orange = 2AP+
- YellowOrange = 2AP last action/turn ending
- Orange = 2AP turn ending
- Grey = N/A
- Red = HPCost (BloodMagics)
- Purple = Free Psionic (Clarity)
- White = Hack Protected (Failsafe)

Skill issue? Sure, but we're all here mod because we can't remember the costs of abilities in the first place so back atcha.
Plus, I dunno the fact that The Commander is using a HUD designed by Fisher Price where he needs to remember all of his colors so his units don't die horrifically and become a 5 foot tall murder Taranchula's nursery just sits wrong to me.
Oh I forgot about that mod. I have used it in the past and unsubbed quite a while ago to trouble shoot performance issues. I'll give it a try again. Thanks!
