Report a translation problem
I updated MOD and changed the town setting from private to public.

I'm sorry.
The town of Shem Castle Ruins is set in a private zone controlled by bandits.
And “Take Over Shem Castle Town” is set to public.
From the above, there may be a problem with the takeover settings.
I think you can make the dungeon public as you say.
I plan to update MOD but it takes time.

Seems it wasn't the "public" setting as that reverted back to false anyway so it was the faction standing that stopped us from being attacked. No idea if that can be automated in the mod or I was just unlucky to find this problem.
Being "false" though, still means they are attacking Nomads and anyone else who is neutral or isn't allied with them or a faction within the Castle.
No idea which fixed it but now they leave me alone so I'm happy ;o)
