This is an interesting suggestion. There would be a way to do this by adding the condition of buildings level. (not very sure) However, I haven't tested this mechanic, but it seems to be worth to get it a try. :P
One of players told me Havie Satisfaction can work fine with Wu_King.
Thanks for reporting this issue, because this mod has a lot of events.
Unfortunately, this mod would cause CTD when remove or deactivate it in the middle of campaign playing. Therefore, please do not remove or deactivate it, until getting the end of the campaign that you playing.
