Pervasive Crown Authority

Description
Tired of vassals of vassals still waging war despite absolute crown authority?

Well this is the mod for you. This makes it so the high and absolute crown authority vassal war restrictions applies to all vassals and all vassals below them.

Note: this mod does not stop tyranny wars.

Choose your Pervasiveness:
This mod allows you to choose between three strengths of crown authority pervasiveness. To choose what strength you want, set the new "Vassal War Law Strength" game rule to the desired level:

Strict - Vassals can't declare internal wars without a hook if any liege or above has high or absolute crown authority. Vassals can't declare foreign wars without a hook if any liege or above has absolute crown authority.

Medium - Vassals can't declare internal wars without a hook if the lowest liege or above them and the target has high or absolute crown authority (e.g. a kingdom with high crown authority still allows two counts under a single duke to go to war, but those counts can't declare war on any direct vassal of the king). Vassals can't declare foreign wars without a hook if any liege or above has absolute crown authority. This is the default game rule.

Lax - Vassals can't declare internal wars without a hook if their direct liege has high or absolute crown authority. Vassals can't declare foreign wars without a hook if their direct liege has absolute crown authority. This is the vanilla CK3 experience, included for the convenience of not having to unload the mod to choose it.

More Details:
Vassal with more than one liege or above restricting their ability to declare war need a hook on each liege or above doing so in order to declare war. The mod dynamically modifies the war declaration screen to display all required hooks.

Vassals still can use the "War Declaration: Sanctioned" vassal contract option. But this only means their direct liege's crown authority doesn't restrict them. They still need a hook if anyone above their direct liege has a crown authority restricting them.

This means vassals getting hooks on their top liege are more useful, even if not directly under their top liege. This can be good for those that want more intrigue challenges/targets when playing as a vassal.

Note that wars against a vassal's liege are not prevented with this mod (tyranny wars do no use the war declaration interaction used by this mod and there are no plans to rework all the AI interactions that can trigger tyranny wars).

Final there is another game rule, "Vassal War Law Government", that enables tribal governments to be able to prevent vassal from declaring wars in the same way as feudal/clan governments can. The tribal game rule enabled tribal authority 3 blocks internal vassal war, while tribal authority 4 blocks both internal and external vassal war. This works with the pervasive mechanic added by this mod.

@Tora Thanks for the information. I'll look into it

A count-level vassal is attacking his duke-level liege, who is my vassal (I'm an emperor). We're all clan realms, nobody has hooks on me, and my crown authority is High. It's a claim war.

I got a new save.

I lost the save, sadly (routine cleaning to keep my storage use down), but if it happens again, I'll try getting it. They were internal wars, and I was a clan government.

@Tora Do you have a save? What are your various PCA game rules? What government type are you? Are they internal wars or external wars? Any other info that might help me figure out what is going on?
Tora 23 May @ 5:07pm
Nah, they're claimant wars, like I said.

@Tora If they are tyranny wars, then the mod cannot stop those. Of not, please give more information

I'm having an issue where I'm at high crown authority and some of my vassal's vassals are still declaring claim wars.

@pengoyo unfortunately i have no idea how to do any of that lol. I kinda just try to play in the middle version of where my mods are updated to since some are still v1.15 and some are v1.16 its my best chance of "stable" gameplay.

@Predator_Destro Yes, it probably is. Most of the time this mod is not effected by the version, but this last update did have quite a few changes. It can be good to make local copies of mods if you want to play with older versions of the game
