You should be able to move it by simply dragging it. Unless you have the "Lock window positions" option enabled in the settings.
If you want to use it to preview tiles for e.g. quest sites, you can do that. Or if you are playing the gravship scenario, you can preview tiles to land on. Otherwise, probably not.
If you enter the same world seed you used the first time and the same tile location, you should be able to get the same map again. The sequence of rerolls will be the same as the firs ttime.
Please report this in the Bug Reports section and explain in more detail what you did and what went wrong. Also include your log file. You can upload it via HugsLib.
