This mod is based on Cosmoteer Classic, where ammo production didn't required resources. It's as close to that experience as you can get with minimum changes. Here, only value of resources consumed during production is changed, from 1 to 0.
It's not actually a cheat mod, more like "old game play style" mod :)
But, if you want to make a derivative feel free to do so. To prevent selling ammo for cash you can just set their value to zero in your mod :)
also, do you know of any mods that disable ammo selling, so that bit can't be exploited?
