Default Ingredient Radius

It happened one time to much, my chef went half way across the map to fetch three berries when cooking the simple meal just because I've forgotten to set the ingredient search radius.

In the mod-options you can set the default range for new bills. Existing bills will not be affected.
Verified to work with Better Workbench Management
