Report a translation problem
I have the Dojo, Great Diplomats, and Great Entertainers enabled. I am also running CIVITAS City States (which I think is where the version of Vienna I'm seeing comes from, as a consular city state.) I have all DLC, and I have (to my knowledge) 0 mods that change the game creation screen. My full enabled modlist is pretty long, but I can post it if it would be helpful.

A Balancing consideration; Mitau's bonus can get pretty out of hand, especially after using relevant Policy Cards. If you focus on coastal you can entirely forgo the need for Domestic Routes. IMO it's better than Auckland.
Design-wise the Bonus is a good incentive (with risk) to send your Traders to newly-established cities on foreign continents, which will often be coastal on most map types. But that benefit it outweighed by turbocharging your earlier, safer cities.
Rework could be limiting the present Bonus to cities not on your Capital's continent (maybe not ideal, game can spawn you on continental splits + Dido), or make it apply to Domestic routes instead.
That way Domestic routes may be more tempting over International in your older coastals, and far-off cities benefit more even if they don't have districts nearby.
