Description
Generate Enclave City-States

Feature Introduction:
Inspired by the "rebuild enclave" mod, which has not been updated for a long time and has issues such as the inability to use gestalts, the destruction of city-states preventing their re-summoning, and summoned city-states overlapping each other. A Chinese localization mod I found also mixed up the names and descriptions of different city-states. Faced with all these problems, I decided it would be better to fix them and share the mod with everyone rather than just modify it for personal use. Although the mod uses the original mod's base code, I've deleted invalid or incorrect code, added a lot of new code related to nation creation (Paradox didn't anticipate the need to resurrect city-states after their destruction, so I had to rescan for the city-state nation and make further judgments), and the overall code has increased several times in size. I believe this is now enough to be considered my own mod.

Allows the invitation of various enclave city-states to build space stations on non-habitable planets.
The angle is random but may overlap; it's best to execute this on different planets.
If the last space station of a city-state is destroyed, using the invitation again will regenerate the city-state and establish a new space station, but the favor will be reset, and the species may change.

"With our national strength, it's a great honor for any city-state to settle within our borders. Now, let's gather all city-states together and make our capital the hub of the galaxy! We also welcome any city-state refugees whose homes have been destroyed to rebuild their homelands with us."

@Xahkarias, I'm currently on vacation, away from my source codes, so I can't do any modification to this mod recently. If the player wants to spawn an enclave, there had to be an "planet_rebuild_enclave" modifier on one of the player's planet. Maybe you could check this in order to find out whether the player had this mod activated.
ps: All the spawn decisions had to pass the "planet_rebuild_enclave" modifier check before they show up.

Hello, I'm planning on adding compatibility with this to a mod of mine, but I am lacking a way to determine if spawn enclaves is loaded, Would it be possible for you to add a global flag or scripted trigger that signals the mod is installed so other decisions can hook into it? Thanks for your consideration

if u wanna get fancier: have an event that replaces the ruined shroudwalker and scrapper stations with functional ones
