Bs PlasmaGasificationRecycCenterPRISON by HGscMENTOR

Please share and rate up if you like it. It costs your city funds almost nothing to run.

HEADS-UP to my readers: THIS IS the right side OF A 2-PIECE ASSET. (1) The PGRC and (2) this PRISON, which supplies labor for the PGRC. BE SURE TO GET THE 2ND PIECE (the PGRC) AND PLACE IT ON THE LEFT SIDE OF THIS PRISON, SO THE FENCE ENCLOSES THEM BOTH. THE OTHER PIECE OF THIS ASSET (the PGRC) CAN BE FOUND AT https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=891763740 .

Bs PLASMA GASIFICATION & RECYCLING CENTER (PGRC) and accompanying PRISON is a non-polluting, self-sustaining, profit making, replacement for the less efficient Incinerators. It costs your city funds almost nothing to run.

The Plasma Gasification and Recycling Center (the 2nd Piece of this asset) uses high technology (and free labor from prison inmates) to turn most garbage into reuseable materials – and eliminates the remaining garbage in a nonpolluting fashion. It produces profit after expenses – which is donated to worthy causes. It also produces it's own energy. So the facility costs society nothing while doing it a great service.

WHY PRISON INMATES? Two reasons:
(1) Society Profits: Criminals should pay their own way for food and lodging like all the rest of us.
(2) Prisoners vie for the right to live and work here. Conditions are far better in this prison than the regular prison. Those prisoners who prove themselves to be trustworthy and hard working are transferred to one of these PGRC prisons, where they enjoy the benefits of more personal freedom, better food, better accommodations, etc. They also enjoy the pride and sense of accomplishment gained from being a constructive part of society.

HOW DOES THE PLASMA-GASIFICATION PROCESS WORK?
This information (referring to the PGRC facility you need to place to the left of this PRISON facility) can be found on the screen for that facility, Linked here: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=891763740 .

ACKNOWLEDGEMENTS TO MODDERS WHOSE ASSETS WERE INCLUDED IN THIS PRODUCT:
******************************************
POPULOUS - for his patient training of a modder newbie, without which I could have put none of this together. He not only taught me how to create the buildings, but to “think” about the processes in the buildings, which gave rise to my wish to create logical, cleaner, cheaper upgrades to the original Vanilla buildings Cities: Skylines creators started us out with.Thank you, Populous, for all your help – and also great thanks to Mrs. P for her willingness to share her husband with newbies to modding.
MR. MAISON – for his wonderful trees. Even prisoners deserve a nice shady place to spend their off hours

POSSIBLE REQUIRED ITEM (AfterDark DLC):
One of my users states that he has helicopters instead of vans going out looking for prisoners at prisons - and the copters are not bringing back any prisoners, so the prison is empty - he says he thinks that's because he doesn't have After Dark DLC and this asset was made with AfterDark on my computer. So if you are having that problem, you might need to get teh AfterDark DLC. Not sure about this but just putting a warning here in case he's right.

Hi there Beaver :^)
I did know cyclists enter metro stations. Really bothers me that when the Cim jumps off the cycle in the station, you loose your blue follow-button and bounce back to where you jumped into the Cim .... so I have to know where the Cim is getting off ahead of time, jump out of FirstPerson while I still have the follow-button fish-hooking the Cim, green-button the Cycle, and click on the actual Cim's name to blue-button the Cim --- so I can continue through the metro ride with him/her. Such a hassle.
And I did not know that dynamic weather was avail without AD ..... probably because I didn't realize it was there till after I put the AD on my computer. Thanks for the heads-up on that. :^)
Hope you are enjoying your prisons now. :^)

Way ahead ... cyclists even enter metro stations, haven't you seen? And dynamic weather is available without AD, just not prisons.

Hi BEAVER :^)
I'm so glad you got the DLC for AfterDark.
Now you can check out the neat bicycle lanes on some of the roads - so great. You will have cyclists in your city now - they'll ride down the sidewalk if you have no cycle-lanes on the road, so no problem, but it's neat to see them use the cycle-lanes. (and you can jump into a cycling Cim just like a regular Cim with Tony56a's First Person Camera mod).
Also, you have an option in ContentManager - GAMEPLAY now that lets you pick Dynamic Weather (or something like that) ... which gives you rain and fog and lightening and cloudy days and non-cloudy days, etc. And you can also pick (in ContentManager-Gameplay) to use the day/night cycle - which is really neat - you get to see the stars come out, the moon go up, and the city lights light up all over the map. Sooooo pretty.
Give it a try. :^)

I'm sure it'll be helpful to a few other noob ignoramus like me, I just hadn't realised what AD introduced. Gulp, I finally gave in and bought it yesterday, down at $10 here in Asia now, not so bad. But, along with commerce specialisations and taxis, I do now enjoy seeing orange jump suits, and confirm your assets work a treat ... the prison's now collected a couple hundred inmates too. Thanks again!

Okay, Beaver. It's on the description as a Possible Required Item. Hopefully other users will see that even if these comments slip to the second page....and hopefully we'll get some other comments from other users who don't have the AfterDark DLC either verifying it as the culprit or clearing it. There are 351 other subscribers at present so hopefully some of em will drop us a helpful "research note".

Oh my Gosh!!! I didn't realize that being an After Dark creation, it would require AfterDark ..... I'd always thought that just meant it would have lights at night. My bad. Guess I'd better go in right now and put the AD dlc on it as a requirement.
Beaver 13 Nov, 2017 @ 5:55pm
Hihi too, HGsc, and thanks for being such a good MENTOR, hehe. Sorry I misled you into your last observations: I should have said that I have 800 prisoners within city jails , ie., at police stations. Your prison still can't transfer and nor does it attract walking prisoners. I found out why though: prisons were introduced in AfterDark, a DLC I've long avoided. Thus prison vans don't exist in mine and can't be called. It's interesting how it defaults to a helo. Perhaps this DLC should be noted as a requirement for your asset. My mistake was in thinking that with RICO on I could get around that ... what a colossally insidious way to get me to buy it, grrrr!

Hi Beaver
:^)
Sounds like the prison is taking in prisoners (800 prisoners in a city of 180,000 is a good number). Sounds like the prison is recognizing the chopper as your prison van. Now just follow it to the police station it's getting it's prisoners from and watch to see them emerge from the prison.

There have to be 10 or more prisoners in a police station, I've found, before a van (chopper??) will head out to pick them up. Even though the prison has 10 vans if they were needed, it only uses enough to pick up the prisoners pushing the limit at their stations.

Anyway - follow that chopper and then watch the station it hovers over - you might see a crowd-in-orange heading out from it.

:^)

The chopper appears on the road out front of the building, single only, and takes off n does its stuff. The info panel then reports a single prison van is in use - it never goes to two. Next door generates plenty of dumpsters and burns trash splendidly. The fence encloses, facing plasma left, prison right. I have 800 prisoners in a city of 180,000. I'm on the newest Green DLC. I've left it running for a couple of game years now, no change. It's not an issue :-) though I'd like to see those orange jump suits. I need to test it without some mods - Export Electrity and Infinite Goods are the only possible rogues I have (perhaps but you never know!) ...

Hi Beaver - me again - I just had another thought.

There are no placement tricks for this prison that I know of. It's just a building made to sit up against any road. If it has a road to attach to, and it plops for you, it should work. I did think of this, though....my prison doesn't have a heli-pad. It was created to use prison vans for pickups.

Would that maybe be the problem? I'm just spit-ballin here - don't really have a very good answer for ya - sorry about that.
