Report a translation problem
I did know cyclists enter metro stations. Really bothers me that when the Cim jumps off the cycle in the station, you loose your blue follow-button and bounce back to where you jumped into the Cim .... so I have to know where the Cim is getting off ahead of time, jump out of FirstPerson while I still have the follow-button fish-hooking the Cim, green-button the Cycle, and click on the actual Cim's name to blue-button the Cim --- so I can continue through the metro ride with him/her. Such a hassle.
And I did not know that dynamic weather was avail without AD ..... probably because I didn't realize it was there till after I put the AD on my computer. Thanks for the heads-up on that. :^)

I'm so glad you got the DLC for AfterDark.
Now you can check out the neat bicycle lanes on some of the roads - so great. You will have cyclists in your city now - they'll ride down the sidewalk if you have no cycle-lanes on the road, so no problem, but it's neat to see them use the cycle-lanes. (and you can jump into a cycling Cim just like a regular Cim with Tony56a's First Person Camera mod).
Also, you have an option in ContentManager - GAMEPLAY now that lets you pick Dynamic Weather (or something like that) ... which gives you rain and fog and lightening and cloudy days and non-cloudy days, etc. And you can also pick (in ContentManager-Gameplay) to use the day/night cycle - which is really neat - you get to see the stars come out, the moon go up, and the city lights light up all over the map. Sooooo pretty.

Sounds like the prison is taking in prisoners (800 prisoners in a city of 180,000 is a good number). Sounds like the prison is recognizing the chopper as your prison van. Now just follow it to the police station it's getting it's prisoners from and watch to see them emerge from the prison.
There have to be 10 or more prisoners in a police station, I've found, before a van (chopper??) will head out to pick them up. Even though the prison has 10 vans if they were needed, it only uses enough to pick up the prisoners pushing the limit at their stations.
Anyway - follow that chopper and then watch the station it hovers over - you might see a crowd-in-orange heading out from it.

There are no placement tricks for this prison that I know of. It's just a building made to sit up against any road. If it has a road to attach to, and it plops for you, it should work. I did think of this, though....my prison doesn't have a heli-pad. It was created to use prison vans for pickups.
Would that maybe be the problem? I'm just spit-ballin here - don't really have a very good answer for ya - sorry about that.
